I can't be alone with this

I'm no Traffic Engineer, but I recall the Uniform Manual of Traffic Control Devices recommends a minimum of three seconds, plus extra time of the speed limit is higher than 35mph. When I worked in CA, I remember hearing drivers using that to beat red light tickets in court, the judge asking the cop and DA why the light isn't set up using recommend timing.
