Was "throttling" already happening while "net neutrality" is still active?

Supposedly, not on unlimited plans, like I have. My provider, Comcast, doesn't like that I only give them my internet service, I don't have voice or cable. I use cable because dial up is too slow. One reason why I didn't use the Web very much until last year, I stayed mostly on Usenet.
