I think you have to use all 3 to keep getting them. Submit 1 or 2 and you go back to 2. If you submit zero memes you still keep all 3. Keep submitting 2 and you'll go back to 3. Someone else may know for sure. That's my understanding but I've never missed a submission - hence all the crappy memes I've submitted :)
