Yes. You have to make them attached to your reply (see "add meme" button next to the Post Comment Button. GIFs, on the other hand, have to be linked, like I did with my Cap America GIF above.

Sure, but you have to regenerate them. Find the meme you want and get the url for the jpg. use the Upload your own meme option and paste the URL in there. But it won't let you generate the meme unless you add something like text or a second picture into the meme. I'll concentrate on the text. Put a period in one of the text boxes. Select more options and reduce the text size to zero. that 0 size font of a period tells the server that there's something there, and allows you to generate the meme.
