Entitlements are very hard to get rid of!

Obamacare: the best health plan that the GOP could come up with in over a century. Socialized medicine was first proposed back in 1912, but it was never picked up. Ted Kennedy put forth a proposal for single payer health care in the early 70s: Nixon countered with something very similar to the ACA. Damn democrat bastards turned it down, flat. Within two years, they regretted that decision. Hillary tried to get it in place, but because she was Hillary, the GOP flatly refused, even though it was, again, based on Nixon's counter-proposal and the program that Hillary provided had major GOP input, the damn GOP bastards turned it down. Conservative think tank, the Heritage Foundation, put forth the same plan to Romney when he was governor, and it passed in Massachusetts. The GOP has had 8 years to come up with something better. Instead, they have chosen to side with their corporate overlords instead of coming up with something better.

As I understand it, many of the insurance companies were to be subsidized by the government so they could keep up with the actual cost of their services. Instead, congress continually cuts those subsidies, to torpedo the program. To cover the costs that the government was supposed to reimburse, Congress has torpedoed the program. At this rate, I suspect that a single payer system will be put into place within the next decade, but that is the way it's headed. It's going to have to. Insurance companies are currently fighting the cutbacks paid to them, so they've had to up their charges. Congress has changed the rules so drastically that two companies, Anthem and MDwise are pulling out of the ACA market here in Indiana. They don't have a lot of choice, as Congress keeps torpedoing every effort to make it a success.
