I've not had too much trouble, so I rarely pay attention. Some will tell you they do it at a certain time everyday (like Raydog) but it's not so much what time it's submitted, but when it actually posts. I've had memes that took 18 or more hours to post, so I post as soon as I can. For me, that's 3AM. IIRC, there's a 6 hour difference between the UK and me, and an extra 3 hours between here and California. New submissions start at midnight California time, which would be about 9 AM your time. Since the biggest audience is in the US, you want to try and have your posts feature about 6 AM US EST (my time zone) or 6PM US EST.
