This is Pompous Albert. Jying drew my attention to him. He's a Selkirk Rex, and this is his normal look. From the reading up on him, though, he's a real sweetheart. His owners tried to enter him into cat shows, but his head was judged as too small for their ideal of the Selkirk Rex breed, so they decided to feature him on the Internet instead. Sure makes for a great meme.
