I guess it's what you're used to. I've lived in most climates, so weather doesn't affecte much.
When I worked for AT&T in Phoenix, we'd get slammed with calls from the southeast when they closed the Dallas or Atlanta call centers because of a light dusting of snow. Pittsburgh was hip high, but they were open.
It was funny: one summer day, 100°+, the AC went out in our offices. Send us home? Nope. A couple of fans in the secured exits was what we got. Sweat dripping on our keeh boards, a couple people passed out, but we soldiered on.
The bad weather for Phoenix? Nobody there knows how to drive in the rain.
