Before you do the gags, develop the characters. Characters need to be consistent in actions throughout the series. Except for the asshole character. The one that would steal your grandmother's wooden leg and crutches. Then sell them to donate to the Salvation Army.
Remember to keep your Stars in the majority of the strips. While the focus of the stripight be one character, always play the star lower of the popular characters. Good example: Peanuts. Charlie Brown was originally the lead, and remained so through the series. Everyone else was a supporting actor until Snoopy climbed up on his Sopwith Camel. One days when Snoopy was featured, the lead became a supporting character.
Next is your setting. Your characters have to belong there. While a lunchroom lady may be out of place in one million BC, you have to figure out how to pull it off. So, where will it be set. Anytown, USA, Siagon, The moon. When will it be set? Prehistoric times, the mauve decade, far in the future? Or a mixture of any of these.
Or is it going to be an unrelated series like my PUNography series was. Funny captions on unusual photographs. Very random. Only recurring character was Dateboy (the cat kid with the "I F*** on the first date" tee shirt)
