To tough to know the laws in every location, but if you tell him to stop and he keeps it up, that is sexual harassment to some degree. Not sure if it meets legal requirements for sexual harassment, but it's worth checking into if he does it after people ask him to stop.

Asking him to stop is the first step though.

That depends on if he's got priors or if he is on parole. Seeing how quickly he deleted after mentioning LE, I'm guessing he wants to stay off their radar.

That's a reputable .gov website. Although he could very easily be using a fake name.

JK. I haven't been plagued by him yet, but I tend to close out submissions without further reading of the comments.
