It's a bit more complicated than that but it's the general idea. Firewalls block typically by groupings of things. If the IT staff have the time, they can block individual websites or IP's. I never had time for those a la carte denials so I did the common sense stuff and just tweaked from there as needed. Many many ways of doing it but either way NSFW usually means death to a meme.

I do too and couldn't tell you what the NSFW tag for this site actually does, cause I didn't set it lol. BUT...usually it's for things like pornography, curses, drugs, guns, etc. All the good stuff that most businesses don't want their employees doing. (you can do it for anything but social media also tends to be blocked which is where it might be all tied together.)

I always browse with NSFW because you miss a lot of good memes by not doing so.
