When you think about it though, having downvotes on memes in the stream is better than no one seeing them at all. At least people are seeing the memes and having some kind of reaction. That's better than the memes remaining unseen.

What's the incentive they have to comment? How would it benefit them for us to know who they are?

Maybe they just don't like the idea of this stream existing, and they're hoping that regularly downvoting memes in it will encourage us to give up and stop posting (or discourage new users from posting in it).
