He was replying with a TRUE joke of his own. It's a funny comment with a "message". The message being that many foreigners come to America to make money and/or join gangs. They don't give a damm about learning the English language

If a "Mexican" does not speak English while in U.S. Public education, they receive ELL- english language learners, sometimes referred to as English second language, or ESL.
Here, we say, if you fail the English placement exam in college, you have to talk "Spanglish"

A. it's a joke don't take it seriously.
B. I mean do Mexicans take English classes in Mexico, not in America.
