I use the Add Image function on imgflip to customize pictures. If you add the words "clipart," "png," or "transparent" behind your search term on google images, you can find pictures with a clear background (it looks like checkered light blue and white boxes) that you can add in to your image with the button at the top of the meme generator. That's not as advanced as what some of the other guys do on here, but it's easy and gives you more options than regular templates.
