Its easy, first you put the 'blank t-shirt' template in (i saw the tag name at the bottom of the meme), then you add the picture of justin bieber (image inside image) and stretch it to make it look like it was on the shirt.

If you give it a name and make it public, it goes to a meme. But then you can go back and choose it from the My Templates tab for your comment. Sorry if my description is confusing.
