Literal Meme #5: Leonardo Dicaprio Cheers

This is one of those "dual" usage memes, where it can have more than one intent.

I believe the original intent is for it to be a "sarcastic" cheer (ie, making fun of someone, but pretending to encourage or cheer them). I'm pretty sure that the other way of using it (as a genuine encouragement) came later because of usage. I've used this meme wrong too.

I generally have seen it used more as a sincere cheers...
Unless all those times they were being sarcastic and really making fun of me...
=P

But yes, I've seen it used more sarcastically when it's a meme and not just a meme comment.

Meme comments generally aren't as strict about following meme rules, from what I've seen. :)
