It's more about the views, than the votes. People who are popular and active on the site have more likelihood of people visiting their profile. So their memes are not as likely to get "lost" deep in Latest (though trust me - it can still happen).
But yeah - it's frustrating when people make good or interesting memes and those memes go unseen.
