And literally, any government agency can make a recommendation that a person be added to the terrorism watch list ... and there's less than a 4% rejection rate. Member of a hunting club? You could be labeled a potential terrorist.
Member of the "wrong" political party? You could be labeled a potential terrorist.
Go to the wrong church? You could be labeled a potential terrorist.
Get ticked at the DMV? You could be labeled a potential terrorist.
Make a contribution to the wrong charity or 501c-3? You could be labeled a potential terrorist.
Have the wrong name? You could be labeled a potential terrorist.
Make a political Facebook post? You could be labeled a potential terrorist.
Attend a rally for a political candidate that wants to make America great again? You could be labeled a potential terrorist.
The list is endless and there's no easy or quick way to challenge any addition to the list. Who maintains the list? Could it be hacked? Why are 4 year old kids and 94 year old grandmas on it?
