His name is Philip J Fry (known as Fry) the main character from the cartoon series "Futurama". In the show he is a pizza delivery boy who gets accidently frozen on 31st December 1999 and gets "woken up" 1000 years later - hence "Futurama". The series is made by the Matt Groening who made "The Simpsons". As for the meme I think it's meant to be him trying to work out what he's looking at and could be summed up as "not sure if x or y" as in "not sure if he's homeless or a hipster" but as with all templates they can be used however you feel.
