I will defer to your expertise on this because I know that you're in the eighth grade, so you probably have a lot more current experience in this area.
Back when I was in the eighth grade (40 years ago) they actually taught SPELLING in schools. SPELLING was part of another class called ENGLISH (or in some of the more progressive schools LANGUAGE ARTS). I never sat through a class called GRAMMAR.
Look at the meme's* image again, he's holding a sign that says BASIC ENGLISH. He was teaching a basic English class (all encompassing), not basic spelling or basic grammar.

Also, when I was in eighth grade, I knew how to spell collar, it IS basic, unless they've lowered their standards, which I wouldn't doubt. It's probably common core.
