Personally, I see why and I can agree. Dog Plush is quite literally meta.

The only reason why Dog Plush would be bad is if you were to use it on a Toon with 2 or less stars in movement speed.

I mained rodger for a long time so i didnt really like Dog Plush

Not trying to be rude or anything, but how TF do you main Rodger? I understand playing him for research, but outside of that, why main him if there are definitely better options?

Rodger is a fairly easy toon to get, his increases extraction speed lets him be useful in runs and his slower movement speed is easy to deal with if you've gained any slower toons before (such as Vee, Shrimpo, Scraps, etc) and if people like playing as him, the passive ability is a nice bonus if there's twisteds you haven't gotten full research on.

In theory. Most Rodgers usually harm their run as they focus way more on finding capsules than completing machines. Some even get in the way of the distractor. And his trade off of being slow while having just the littlest bit of more extraction speed is NOT good for you not your team. There are better options for extraction that don't have the disadvantage that Rodger has. For example: Yatta, Squirm, Gourdy, etc. There's still no reason to main Rodger outside of getting research.

2. Rodger is meant to be a starter toon, letting a new player get used to new gimmicks while offering a good ability that they need AND being useful in a run

There are better choices than Rodger, yes, but he's a simple toon to use

I understand that, but there are still better options for starters too. Finn, Brightney, heck even Boxten (now that we're excluding user error), and a few more. There's still no other reason you'd be using Rodger outside of grinding researcher. I am done arguing with you, Rodger is not a good extractor for starters, period.
