That a good point, I would say the Just because you can rule is intended to apply to everyone and everything inside the stream, regardless of the user's role.
Some people don't seem to care, so I thought that if it had its own dedicated rule then people would notice it, and then not only would they maybe stop doing it, but the moderators might actually start banning people for it
