Depends. I sometimes all cap text on a meme to make the tracking between lines more aesthetic. I will also intentionally lowercase the letter "i" if the font is sans serif. But, that is just me. And I definitely don't represent the norm.
In the comments, I will sometomes use all caps as a substitute for italic--but only on rare occasion.
