Could you also take into account the speed of the water? I don’t know how fast it is, but could that affect eevee running in a positive or negative way?

Yeahhhh I didn't do any math on the fact that the water is moving, because I don't have any idea how that would even effect it, though I assume since the water is running in the opposite direction than Eevee is skipping across it this would probably make it much more difficult.

Nor do I know how fast it is either, I'm not sure there's anything out there that states the pressure of water gun anyways. (That move is infact water gun, I checked the original anime clip)

So Eevee runs on a moving stream of water in the anime... For a 1' tall creature to run ontop of water, it would need to be running over 30 meters per second, (which is 67 MPH); That is 3 times faster than Usain Bolt, and only 3 MPH less than than the fastest land animal on Earth... This Eevee more than likely doesn't even have maximum speed stat or perfect IVs.
