They were still using pre WW era post-war “diplomacy”, which was basically blaming the losers and rewarding the victors with some of the loser’s lands. This had worked okay prior to WWI, and they thought it would work post WWI.

History has judged that the harsh conditions of Versailles sewed the seeds of WWII, but contemporaries did not think that at the time.
