Well In my opinion both games have their pros and cons, Let's start with the backstory
Origin:
One game is made by (at the time) a small group of not really known roblox developers and the other VALVe, a game corporation that looking to put out a new and unique shooter game based on John Cook and Robin Walker Team Fortress Quake Mod and created Team Fortress (Classic) and then some time after created Team Fortress 2 and grew popular and a big player base, that same roblox group enjoyed that said game and took inspiration from it and try to recreate in roblox and created Roblox Fortress 2 and also formed ROLVe, then the game grew somewhat attraction of players on it, ROLVe one day decided that they wanted to do their on style twist on the game and created Typical Colors which had its own gameplay differences like new characters and new weapons and new mechanics, Later after some time they stop development on it and create Typical Colors 2, TC2 has gone through many different phases to change up the gameplay, characters, weapons, and voice actors to reach and be how it is today, with its main cast being Flanker, Trooper, Arsonist, Annihilator, Brute, Mechanic, Doctor, Marksman, and Agent along with side characters like Ms. Charlie and The Announcer also with the Boss characters as well, With it's somewhat big player base, ROLVe also sometime after Typical Colors made the now popular Roblox game Arsenal, Now TF2 has always had the same general gameplay except for bug fixes and weapon changes but has always introduced new weapons (before 2017) The main cast has always been the same Scout, Soldier, Pyro, Demoman, Heavy, Engineer, Medic, Sniper, and Spy, no name changes and no new voice actors and no look changes either, Always introducing hats and Taunts, and unusuals for hats and taunts which alot of them is community made , and the games grown so popular to the point where the game has it's storyline with it's beloved Meet The Team videos and the Comics, and has had many updates for the fans to enjoy, tf2 player base is what really keeps the community going with sfms/gmod animations, memes, videos, art, community servers, and the workshop and what keeps the game alive to this day.
Gameplay:
Tc2 and Tf2 have the same general gameplay as they are basically the same game, but I would argue that Tc2 is more competitive while Tf2 is more Goofy and Fun, Tf2 with it's funny gameplay styles with the loadouts and cosmetics and Tc2 with it's more "balanced out"
