Yes, is mangle, it only makes sense because mangle hangs over the night guard so it would be easy for it to bite the frontal lobe.

As shown in this video: https://www.youtube.com/watch?v=aiBT3Va0Zs0 mangles jumpscare comes from above. and many sources say it was BITTEN OFF, not jabbed by toy chica's beak. PLUS toy chica always attacks the night guard with no eyes or beak and if mangle was quiet enough to sneak attack Jeremy from ABOVE it all makes sense
