I'm not sure how to block memechats.
I would try blocking apefan and then see if it moves his chat down to the bottom if the list as if he had deleted. That's how memechat used to work...
There will be no 'November 13th', however careful approvals will help keep certain people from posting things as a joke that would result in the deletion of their accounts...
