Wait if shiver is an octoling then that means there could be more octolings that weren't under octavio's control as we see in the sunken scrolls of spoon 3 we see the 3 clans the 3 idols are from and the scrolls seem to be about 100, more, or less years old so either the octolings started their own clan after gaining freedom, or they existed before the octolings were mind controlled by octavio
