If you are injected or snort a the magic, you won't have access to the other phases unless you have an amulet for said phase. Being born with the magic allows you access to the phases. Snorting the magic also gives to user Mana sickness
Just like the Ammune gene for inklings and octolings. It's pretty rare, even if both sides have the Ammune gene, the odds are the same as a silver pokemon, for an Octoling, it's even lower. There is no way to get it injected as it can't be removed.
