His nose holes open when his body is out of the water so he can use his lungs
And his gills close so that they stay moist and don't dry up and get itchy

His gills open in water and his nose holes close so that he doesn't breathe in water
He can still breathe water through his nose holes
But it would start to burn like any humans
But his gills cant breathe air or else they get inchy and irritating through the day
