This guy is called "La Boule", He passed away years ago and was a character of a french tv show called "Fort Boyard"
This tv show is still alive though
For the history, this fort was a prison back in 1870, the french army abandoned it in 1913. It has been rehabilitated in the 80s then became dedicated to this show since 1990
