Lots of trebuchet videos and plans on the Internet. Relatively easy to build. Online calculators help with the measurements.

wouldn't doubt it. The cost would be the biggest hurdle. I've only built one 6 footer and will build a second with improvements. Good enough for a golf ball out 130 yds.

Hobbies. Pumpkin tossing trebuchets are a thing and a great fund raiser. A farmer with a field of unsold or rotting pumpkins can sell tickets for $5/person to come watch. Eventually the Trebuchet pays for itself and the pumpkins are sold, one way or another. LOL
