A mother person takes that ability away from him by shooting a quick destroying bullet Quirks attention like superpowers. Mirios quirk is permetion with allows him to pass through things. By destroying his quirk he lost the ability to pass through walls etc

Essentially, the bullet that Mirio got shot by had a serum in it that effectively destroyed the DNA that housed his quirk.
