It probably filled up fast enough that he didn't have to worry about that. You can see the pump on the side: it filled the balloon until it couldn't hold any more air, which of course is why it popped.

If that balloon is about 8 feet wide, its volume is roughly 270 cubic feet. Leaf blowers (I know that pump isn't a leaf blower) can put out several hundred cubic feet of air per minute. If that pump puts out even just 200 cubic feet of air (which isn't a whole lot), then the balloon would take less than a minute and a half to inflate.

Not bad...
