If one does actual research they'd discover that the majority of towns during that period were crime free as can get and not constant shooting galleries that dime store novels and later movies depicted them to be. It's because the law abiding open carried and only complete idiots or those who are too stupid to live were try to shoot up a town.
And it looks he damaged the justice system to boot. Think about someone who murders someone with a gun and the cause of death is listed as Covid instead of a gun/bullet wounds to the vitals. A defense lawyer would salivate over this.
And to your point about the damage to medical professionals. We are in for all intents and purposes in another medical dark age. Graduating doctors, nurses, etc not have to take the Hippocratic Oath. The AMA not punishing bad medical professionals. Medical professionals choosing profit over patient welfare which should cause them to lose their license. And still no tort reform. If anything universal healthcare really doesn't work because none of it covers these issues.
