I would say Frisk is True Neutral, simply because they aren't aligned to any side.
They're not a hero, not a villain. Not lawful or chaotic. What they do and become is up to Player.

But they’re good (at least on pacifist I guess)

They're good on Pacifist.
They're evil on Genocide.
They're neutral on Neutral.

I see asgore more of a lawful neutral
Undyne would be chaotic good

Asgore is sorta both but Papyrus fits chaotic good WAY more than undyne

Yknow I was really debating whether to not put chara in here and put flowey in chaotic evil or put chara in here and put them in neutral or chaotic evil

And put flowey In lawful evil because of his “kill or be killed” philosophy which he really believes in
