IP blocking is hit-and-miss. Sometimes it may be effective, but others it will actually potentially block other users, indiscriminately, which is not a good thing. A lot of IPs are not static, they are dynamic and keep switching. And users often use multiple devices with different providers, roam with WiFi, etc. etc., so blocking an IP is not going to work, and may result in other users getting blocked. It comes down to individual account management - deleting accounts that don't obey the terms of service. It comes down to Dylan, or a mod, being aware of the problem and taking action. It's Dylan's website, so if theres something he doesn't want on his website, he can easily rewrite the TOS if need be to take action and eliminate the annoyance. One thought is that pantysmile's images are NSFW. I don't think anyone would argue that they are not. Would you want someone shoulder surfing at your work and see you looking at Jeffrey's pictures? So one of the reasons why people are annoyed is that NSFW images are being used as comments on non-NSFW memes. We already have a facility to mark images as NSFW, so if these images are marked as NSFW, they shouldn't really be allowed to put onto non-NSFW meme. Image signatures would be slightly better to recognize a troll re-uploading an image as a comment, so it takes more hoops to pass. Make it difficult for trolls to do their work, and they will give up because of the effort. Delete their accounts so they have to start again, and won't be able to meme comment at the beginning.
