You do realize that congress won't even hear his ideas out, right? Without their support, there's not much he can do. And golfing is a business/political strategy to make people comfortable around him. You'll see that he's golfing with politicians and business executives that he's met recently and is trying to obtain support from. I'm not saying he's been a fantastic president. Far from it, actually. But you do need to realize that he knows exactly what he's doing.
